HBIMS Presents — For Maritime Training Institutes Only
NAF-SA
National Admission Framework & Seat Assurance
Stop Marketing Seats.
Start Governing Intake.

NAF-SA™ is not a recruitment service. It is a governance framework — built so that DG Shipping approved MTIs receive pre-screened, document-ready, compliance-verified maritime candidates through a fully auditable, MOU-governed pipeline that protects the institution, the candidate, and the regulator simultaneously.

— NAF-SA™ Adoption Principle

A Governance Framework Built for MTIs

HBIMS operates as a Section-8 Non-Profit awareness and facilitation organisation. NAF-SA™ is the structured pipeline through which maritime aspirants are sourced, screened, counselled, documented, and handed over to DG Shipping approved institutes — compliantly and transparently.

🔍

Transparency First

All fees, roles, and responsibilities disclosed in writing before any commitment. No hidden charges, no verbal promises.

⚖️

Non-Agency by Design

HBIMS never acts as an agent for admission or employment. The MTI retains full, independent institutional authority at all times.

📋

Fully Documented Pipeline

Every critical step produces a signed record — available for DG Shipping inspection, MTI audit, or regulatory review at any time.

🤝

Consent-Governed Data

Candidate data collected under informed, specific consent. Never sold or shared beyond the defined intake purpose.

"Compliance is not an afterthought in NAF-SA™. It is the architecture."
— Compliance Framework Principle

10 Stages. End-to-End.
No Gaps. No Guesswork.

From the moment a maritime aspirant discovers HBIMS to the moment they step through the MTI gate — every step is structured, documented, and governed by the NAF-SA™ framework.

STAGE 01
Ethical Awareness
Approved outreach, mandatory disclaimers, no guarantee language
STAGE 02
Registration & ID
CRM Candidate ID, consent capture, data record created
STAGE 03
Eligibility Screen
Auto-CRM check against DG Shipping criteria
STAGE 04
Aptitude Guidance
Counselling guidance only — not an entrance test
STAGE 05
Structured Counselling
Ex-MN officer, parent inclusion mandatory, Annexure A1 signed
STAGE 06
Medical Facilitation
DG-approved doctors only. HBIMS never influences findings.
STAGE 07
Dossier Lock
8-document pack verified, 100% complete before mapping
STAGE 08
MTI Mapping
Transparent options — MTI retains final admission authority
STAGE 09
Orientation
Pre-joining briefing, Annexure A7 signed, MTI confirmed
STAGE 10
Clean Handover
File closed. Ownership transfers to MTI. Pipeline complete.
"A complete dossier is the only handshake an MTI should ever accept. We deliver nothing less."
— Stage 7 Documentation Standard

The Cost of Inaction
Is No Longer Acceptable

01
Unpredictable Intake
MTIs without a governed funnel experience seasonal bursts followed by long dry periods. No year-round pipeline discipline means inconsistent seat fill and revenue unpredictability.
02
Agent Mis-Selling Risk
Independent agents using guarantee language in the field directly expose the MTI to candidate complaints and DG Shipping scrutiny — with zero accountability after payout.
03
No Candidate Traceability
Walk-ins and agent referrals with no consent trail create a compliance black hole. When a dispute arises, there is no documentation to protect the institute.
04
Brand Erosion
Unapproved creatives, inflated claims, and unverified testimonials circulating unchecked damage the MTI's institutional credibility — often without the Principal's knowledge.
05
Dropout & No-Show Waste
Underprepared candidates admitted without structured counselling or parent alignment leave before the batch ends — wasting seats, staff time, and DG-approved training capacity.
06
2026 Digital Competition
Admissions are no longer seasonal. MTIs without a governed, digital-first funnel are already losing candidates to those who have one. The pipeline is year-round or it is nothing.

Built on Standards,
Not on Promises — Ever.

"
An institute that controls its intake controls its future. NAF-SA™ is that control mechanism.
— Principal Adoption Rationale
"
Every intake cycle without governance is a cycle where the MTI absorbs the risk that NAF-SA™ was built to eliminate.
— NAF-SA™ Risk Framework
"
Independent agents fill seats. NAF-SA™ fills classrooms with candidates who were prepared to be there.
— Seat Assurance Philosophy
"
Parents don't oppose maritime careers. They oppose uncertainty. Give them clarity and they become your strongest advocates.
— Parent Inclusion Framework
"
Growth without structure is just noise. NAF-SA™ makes it repeatable, auditable, and scalable.
— Growth Architecture Principle
"
The MTI that governs its intake will outlast the one that merely fills its seats.

NAF-SA™ — Governance,
Not Marketing.

The HBIMS National Admission Framework & Seat Assurance model is a principal-to-principal governance architecture that controls maritime intake with transparency, compliance, and operating discipline. This page is for DG Shipping approved Maritime Training Institutes considering adoption.

Every Candidate Arrives
Prepared. Documented.
Dossier-Ready.

Under NAF-SA™, the candidate you receive has been screened for eligibility, counselled by an ex-Merchant Navy officer, aligned with their family, medically cleared through a DG-approved pathway, and arrived at your gate with all 8 mandatory documents signed, scanned, and verified. That is the NAF-SA™ standard — on every candidate, every intake.

Eligibility pre-screened against DG Shipping and MTI criteria
Counselled by ex-Merchant Navy officers — career realities explained
Parent included at Stage 5 — family buy-in confirmed and documented
Medical fitness verified through DG-approved pathway only
Complete 8-document dossier signed, scanned, verified before handover
"A candidate who understands the journey will stay the course. A candidate sold a dream will leave before they arrive."
— NAF-SA™ Counselling Principle

Humble Bee Education
Foundation — Section 8

HBIMS is a registered Section-8 Non-Profit Company under the Companies Act, 2013. We operate in the field of maritime education awareness and aspirant facilitation — never training, never placement, never certification.

Legal Status

Section-8 Non-Profit Company, registered under Companies Act 2013. All operational surpluses are used exclusively for the Foundation's stated non-profit objectives.

What HBIMS Is Not

HBIMS is not a Maritime Training Institute, not a manning or recruitment agency, not a placement organisation, and not a company empowered to issue DG Shipping certificates of any kind.

NAF-SA™ Manual Reference

All HBIMS operations are governed by the NAF-SA™ Manual (HBIMS-NAF-SA-MAN-2025-V1.0), approved by the Board/Governing Council and owned by the Chief Visionary Officer.

Regulatory Alignment

The NAF-SA™ model is built to support — not circumvent — DG Shipping's regulatory objectives. All operations are auditable and available for regulatory inspection upon request.

Five Non-Negotiable
Operating Principles

01

Transparency

All fees, roles, and responsibilities are disclosed in writing before any candidate commitment or payment.

02

Non-Agency

HBIMS must not act or appear as an agent for admission or employment. Every communication reflects this boundary.

03

Regulator Safety

Every process step is compatible with DG Shipping expectations and Section-8 legal status requirements.

04

Documentation

Every critical step produces a signed, dated, CRM-logged record. If it's not documented, it didn't happen.

05

Consent

Explicit, specific consent obtained for data processing and MTI sharing before any dossier is forwarded.

This is not a service to consider. It is a standard to adopt.

The MTI that governs its intake will outlast the one that merely fills its seats.

The NAF-SA™ Pipeline —
10 Stages. End-to-End.

Every stage has a defined objective, required inputs, documented outputs, responsible roles, and a gate output that must be achieved before the candidate advances. No stage is optional. No gate can be bypassed.

What Happens
When You Don't Adopt

Every intake cycle without governance is a cycle where the MTI absorbs the risk that NAF-SA™ was built to eliminate. The cost is not theoretical.

01

Unpredictable Intake

Seasonal bursts followed by long dry periods — no year-round pipeline discipline means inconsistent seat fill.

02

Agent Mis-Selling Risk

Guarantee language used in the field exposes the MTI to candidate complaints and DG Shipping scrutiny.

03

Zero Candidate Traceability

Walk-ins and agent referrals with no consent trail — a compliance black hole when disputes arise.

04

Brand Erosion

Unapproved creatives, inflated claims, and unverified testimonials circulating unchecked — often without the Principal's knowledge.

05

Dropout & No-Show Waste

Underprepared candidates admitted without counselling or parent alignment leave before the batch ends, wasting DG-approved training capacity.

The MTI that governs its intake will outlast the one that merely fills its seats.

Sign the HBIMS-MTI MOU and receive your first batch of pre-screened, document-ready candidates.

Structured Commercial Model
With Brand & Data Safety

Risk-sharing, not seat buying. Trust-building, not data-selling. Every commercial term is MOU-documented, auditable, and signed before any intake activity begins.

Three Pillars of the
NAF-SA™ Commercial Model

💺
Seat Assurance Model
  • MTI may allocate up to 50% of DG-approved seats as Assured Seats per course/intake
  • HBIMS deposits a Performance Assurance Deposit (PAD) per assured seat
  • If assured seats remain vacant, HBIMS pays 40% of course fee as vacancy compensation
  • This is risk-sharing — NOT capitation, NOT seat buying, NOT an admission guarantee
  • Annual reconciliation of assured vs. actual intake shared with MTI finance team
  • MTI retains full discretion to reject any candidate regardless of assured seat status
"A seat is assured when the process is trusted — not when the fee is paid."
🔐
Data Protection Model
  • Candidate data collected under explicit, specific, informed consent — not blanket consent
  • Role-based CRM access — only authorised personnel see candidate records
  • Data retained for up to 3 years from last activity, then securely purged per policy
  • Zero sale or transfer of candidate data to any unrelated third party under any condition
  • Data breach protocol — MTI notified within 24 hours of any confirmed incident
  • Candidate has right to request data deletion — honoured and documented
"Data collected for admission cannot become a marketing asset. That line is never crossed."
🛡️
Brand Safety Model
  • Approved co-branding only — no HBIMS creative may use MTI name or logo without written sign-off
  • Mandatory disclaimers on all co-branded material: "Facilitation by HBIMS; Training by [MTI Name]"
  • Microsites and landing pages do not imply MTI ownership — HBIMS authorship clearly stated
  • Social content referencing MTI submitted for MTI review 48 hours before publishing
  • MTI can withdraw co-branding permission at any time — HBIMS complies within 7 days
  • No MTI testimonials or outcome claims used without explicit written consent
"Your institution's name is your reputation. HBIMS treats it that way."

Complete Fee Transparency —
Nothing Hidden, Nothing Bundled

MTI course fees and HBIMS facilitation fees are entirely separate financial flows. There is no commission, no revenue share, and no back-payment from MTI course fees to HBIMS under any arrangement.

Fee Component Payable To Disclosed In Status
MTI Course / Tuition Fee Directly to MTI Annexure A5 — Fee Transparency Form Mandatory Disclosure
MTI Boarding / Lodging (if applicable) Directly to MTI Annexure A5 Disclosed in writing
MTI Examination / Assessment Fees Directly to MTI Annexure A5 Disclosed in writing
HBIMS Application / Registration Fee HBIMS Only Annexure A5 — separate section Mandatory Disclosure
HBIMS Counselling & Eligibility Screening HBIMS Only Annexure A5 Disclosed in writing
HBIMS Medical Facilitation Support HBIMS Only Annexure A5 Disclosed in writing
HBIMS Documentation / IMU-CET Support HBIMS Only Annexure A5 If applicable
MTI to HBIMS Commission / Revenue Share PROHIBITED MOU — explicit prohibition clause Zero. Never. No exceptions.

Performance Assurance Deposit —
Risk-Sharing, Not Seat Buying

The PAD is a commercial performance instrument. It gives HBIMS skin in the game — not a property right in seats. The MTI's discretion over every individual admission remains absolute and unconditional.

₹10K
PAD Per Assured Seat
Performance Assurance Deposit paid by HBIMS to MTI per assured seat as per Annexure B of the MOU
50%
Max Assured Allocation
MTI may allocate up to 50% of DG-approved seats as Assured Seats per course per intake cycle
40%
Vacancy Compensation
If assured seats remain vacant, HBIMS pays 40% of published course fee per vacant seat as compensation. PAD adjusts toward this.
Critical Clarification

The PAD IS:

A risk-mitigation and commercial performance arrangement
Evidence of HBIMS's commercial commitment to the intake
A financial instrument — fully documented in the MOU

The PAD IS NOT:

Capitation or seat buying of any kind
A property right in any specific seat or batch
A guarantee of admission for any candidate
A commission or brokerage payment of any form

A commercial model that cannot survive scrutiny should not be signed.

Ours is built to be audited. Request the MOU summary and review every term before committing.

Built for Regulatory Scrutiny.
Available for Inspection.

Every HBIMS operation under NAF-SA™ is designed to withstand DG Shipping inspection, internal audit, and legal review. Compliance is not an afterthought — it is the architecture of the entire framework.

Four Compliance Pillars
That Protect the MTI

🏛️ DG Shipping Alignment
HBIMS does not infringe DG Shipping's regulatory domain in any activity
HBIMS never describes itself as "approved by DG Shipping" — this is a prohibited claim
Any formal DG Shipping communication is through written notes only, jointly with MTIs where applicable
All medical facilitation uses only DG-approved doctors and empanelled medical centres
Aptitude assessments are clearly marked as non-qualifying and not official DG tests
Full documentation available for regulatory inspection at any time upon request
📋 Section 8 Non-Profit Compliance
All HBIMS activities align with non-profit objects in its MOA — Maritime Education Awareness
Operational surpluses (if any) used only for objects of the Foundation — never distributed
HBIMS maintains auditable financial records separate from MTI course fee flows
No commission, brokerage, or per-seat revenue from MTI course fees — strictly prohibited
PAD and vacancy compensation are risk-sharing instruments — not commercial revenue
📢 Advertising & Communications
All advertising carries mandatory disclaimers — non-MTI, non-placement, no guarantee
No staff member may promise admission, certification, or employment verbally or in writing
All creatives reviewed and approved by Compliance Officer before publication
Scripts must deliver exact disclosure language on every candidate interaction
Any staff member making guarantee claims is subject to immediate corrective action
🔒 Data Protection & CRM Controls
Secure CRM with role-based access controls — only authorised personnel see records
Store only necessary data — delete/archive per defined retention policy (5 years)
Share data with MTIs only against signed Annexure A6 consent — specific, not blanket
Log all significant actions — counselling, orientation, medical, handover — timestamped
Data breach protocol — MTI notified within 24 hours of any confirmed security incident
"Every non-compliant lead is a liability. Every governed candidate is an asset. The choice is structural."
— Compliance Business Case

Prepared for Regulatory Inspection
— Questions & Answers

QIs HBIMS a Maritime Training Institute?
No. HBIMS is not a Maritime Training Institute, does not conduct DG Shipping approved training, and does not issue course completion certificates or Certificates of Competency of any kind.
QIs HBIMS a recruitment, manning, or placement agency?
No. HBIMS does not recruit seafarers, does not operate as a manning or crewing office, and does not place candidates in employment. HBIMS has no role in any employment transaction.
QWho has the authority to admit or reject candidates?
The MTI alone. HBIMS has no authority whatsoever to admit, reject, or influence the admission decision for any candidate. This is explicitly stated in all HBIMS-MTI MoUs.
QDoes HBIMS guarantee admission, jobs, or placements?
No. HBIMS expressly and in writing disclaims any guarantee of admission, employment, sea-time, or placement. All candidates and parents sign written declarations confirming this before any fee is paid.
QWhat is the "Seat Assurance" or "PAD" arrangement?
It is a commercial performance arrangement where HBIMS deposits a PAD (₹10,000 per assured seat) and pays 40% vacancy compensation for unfilled seats. This is a risk-sharing arrangement — it does not constitute seat selling, brokerage, or an admission guarantee. The MTI retains full discretion to reject any candidate.
QCan HBIMS documents be inspected by DG Shipping?
Yes. HBIMS maintains MoUs, candidate consent forms, counselling acknowledgements, fee transparency records, data sharing consents, and internal audit checklists — all available for production upon regulatory request.
QAre HBIMS aptitude tests official DG Shipping tests?
No. HBIMS aptitude assessments are internal tools used exclusively for counselling guidance. They are not official entrance examinations and cannot be used as proof of eligibility, qualification, or admission entitlement.
QHow does HBIMS ensure compliance at all centres?
HBIMS maintains the NAF-SA™ Manual (HBIMS-NAF-SA-MAN-2025-V1.0), mandatory script compliance for all calls, signed declarations for every candidate, annual internal audits (Annexure E1), and periodic supervisory reviews. All communications are subject to compliance audit.

Every document. Every form. Available for inspection.

⚖️ Confidentiality & Legal Notice

Confidential Document Notice

This website and all materials contained within — including the NAF-SA™ framework description, pipeline stages, commercial model, MOU structure, and compliance architecture — are confidential and proprietary to HBIMS (Humble Bee Education Foundation). They are intended solely for DG Shipping approved Maritime Training Institutes evaluating institutional partnership with HBIMS.

Reproduction, distribution, or disclosure of any content from this site to third parties without prior written consent from HBIMS is strictly prohibited.

Entity Status

HBIMS (Humble Bee Education Foundation) is a Section 8 Non-Profit Company registered under the Ministry of Corporate Affairs, Government of India (Regd. No: U80904MH2018NPL313489). HBIMS provides counselling, facilitation, and awareness support only. HBIMS is not a Maritime Training Institute, is not affiliated with DG Shipping as an approving authority, and does not issue any DG Shipping certificates or endorsements.

Admission & Employment

All admissions, training, certifications, and statutory compliance are the sole responsibility of the respective DG Shipping approved MTI. HBIMS does not guarantee admission, certification, placement, or employment under any circumstance. MTI authority is final — HBIMS has no role in the admission outcome after candidate handover.

Fee Structure

HBIMS facilitation fees and MTI course fees are completely separate financial flows. MTI course fees are paid directly to the MTI's official bank account only. HBIMS does not collect, hold, or forward MTI course fees. HBIMS receives zero commission from any MTI course fee — this is a structural and auditable position.

No-Guarantee Language

No-guarantee language is enforced across all HBIMS communications — creating zero liability shift to the MTI. No representative, agent, or affiliate of HBIMS is authorised to make verbal or written guarantees of admission, salary, rank, or employment. Any such promise is fraudulent and not binding on HBIMS or any partner MTI.

Confidentiality of MOU & Partnership Terms

All terms, conditions, commercial structures, seat matrices, and operational details shared between HBIMS and any MTI partner under the NAF-SA™ framework are strictly confidential. Disclosure to third parties, competitors, or unauthorised personnel without written consent from both parties constitutes a breach of the MOU and may result in immediate termination of the partnership.

Anti-Fraud Notice: Do not pay money to individuals claiming guaranteed admission or jobs. Payments only to HBIMS official channels (facilitation fees) and MTI official bank accounts (course fees) as instructed in writing. Report suspicious activity to mti@nationaladmission.com.

📋 DG Shipping Compliance & Code of Conduct

The NAF-SA™ Compliance Standard

"Compliance is not an afterthought in NAF-SA™. It is the architecture."

Every disclosure, disclaimer, and consent record within the NAF-SA™ framework is structured, archived, and audit-ready — reducing institutional legal exposure for the candidate, the MTI, and the regulator simultaneously.

For Compliance & Legal Teams

Every disclosure, disclaimer and consent record is structured, archived and audit-ready — reducing institutional legal exposure:

  • No-guarantee language enforced across all HBIMS communications — zero liability shift to MTI
  • Transparent fee flow — all financial terms documented, no hidden commissions or back-payments
  • Brand-control safeguards — MTI can withdraw co-branding rights at any time, 7-day compliance
  • DG Shipping alignment verified at every stage — compliance log available for regulatory inspection
Stage 5–7 Non-Negotiable Rules
  1. No pressure tactics — no urgency scripts, no deadline manipulation, no guilt language at any counselling stage.
  2. Parent must be present at Stage 5 (Structured Counselling) — candidate-only conversion is non-compliant under the NAF-SA™ framework.
  3. Fee cannot be collected before Stage 7 dossier is complete and MTI mapping is confirmed.
  4. Medical result is final — HBIMS never disputes or works around an Unfit medical outcome. The DG-approved doctor's decision is accepted without exception.
  5. Partial dossiers are never forwarded to MTIs — 100% document completion is mandatory before mapping begins.
Counsellor Standards
  • Career clarity: maritime discipline and full career realities explained — no shortcuts, no inflated promises.
  • Fee transparency: every fee (HBIMS facilitation and MTI course) disclosed separately in writing before any commitment.
  • Parent alignment: parent/guardian involvement is mandatory at Stage 5 — objections and myths addressed openly.
  • Common misconceptions corrected openly: no job guarantee, no visa promise, no shortcut to rank or salary.
For Principals & Management
  • Full MTI decision rights preserved at every stage — no compromise of authority
  • Structured intake replaces seasonal dependency — predictable seat fill, year-round
  • MOU-governed partnership — every term in writing, fully auditable, zero verbal ambiguity
  • Institute retains final admission decision — HBIMS never overrides or pressures
  • Brand protected — no co-branded material without written MTI sign-off
NAF-SA™ Adoption Principle: "An institute that controls its intake controls its future. NAF-SA™ is that control mechanism." Every non-compliant lead is a liability. Every governed candidate is an asset. The choice is structural.

🔐 Data Privacy & Protection Policy

Scope

This policy governs how HBIMS (Humble Bee Education Foundation) collects, stores, processes, and shares personal data of maritime aspirants, parents/guardians, and institutional contacts within the NAF-SA™ framework.

Data Collected

Personal information provided during application and facilitation: full name, date of birth, gender, mobile number, email, state, qualification, category, and supporting documents including Aadhaar, academic certificates, passport, medical fitness reports, and photographs.

For MTI institutional contacts: name, designation, official email, phone number, and institute details as provided during MOU discussions.

How Data is Stored

All candidate data is recorded in a secured CRM system against a unique Candidate ID. Counselling session notes are auditable and timestamped. Data sharing consent is captured as a mandatory prerequisite — it cannot be waived — before any information is forwarded to an MTI.

Who We Share Data With
  • DG Shipping Approved MTIs only — for admission facilitation purposes, and only after the candidate's signed written consent has been recorded.
  • DG-Approved Medical Centres — for medical facilitation coordination only. Medical results are recorded in CRM; HBIMS does not influence, alter, or contest medical findings.

We do not sell, rent, trade, or share personal data with any third party for marketing, advertising, recruitment, or any purpose outside of maritime admission facilitation governed by the NAF-SA™ framework.

Document Security — Dossier Lock Protocol

All 8 mandatory documents are uploaded, scanned, and verified against the Candidate ID in the system. No partial dossiers are ever forwarded to any MTI. "Dossier Ready" status is unlocked only after 100% document pack completion and supervisor review. A complete verified dossier is the only handshake an MTI should ever accept.

Data Retention

Candidate data is retained for the duration of the admission cycle plus 24 months for audit and compliance purposes. MTI partnership data is retained for the duration of the MOU plus 36 months. After retention periods, data is securely archived or deleted as per applicable regulations.

Your Rights

Candidates and institutional contacts may request access to, correction of, or deletion of their personal data at any time by emailing mti@nationaladmission.com with the relevant Candidate ID or institutional reference. Requests are processed within 30 working days, subject to legal and regulatory retention requirements.

Compliance Framework Principle: "Compliance is not an afterthought in NAF-SA™. It is the architecture." Every disclosure, consent record, and data handling process is structured and audit-ready — protecting the candidate, the MTI, and the regulator simultaneously.
